Leighton, 1939 - 1940
Although born
in Bradley, Leighton's family moved to Smethwick shortly after his
birth. He began his working life in the post office, but on moving
to Moxley he became an iron and metal merchant. During the First
World War he served with the Royal Sussex Regiment, based in Africa
and India. Leighton was first elected to Bilston Urban District
Council in July 1926 as Conservative representative for Bradley
Wood. He sat on numerous committees, also representing Bilston Council
on the Air Raid Precautions Area Advisory Committee, and the South
Staffordshire and North Worcestershire Joint Town Planning Committee.
He was elected mayor in 1939.
