Joseph Clarke, 1923 - 1925

Clarke was an active councillor from 1912 to 1954, and held the office of Mayor for two consecutive years between 1923 and 1925. He became an alderman from 1925 and held the position of Chairman of the Education Committee from 1928 until 1954.
