Grout, 1909 - 1910
Grout was born in London and was privately educated before
attending Queen's College, Birmingham. He settled in Wolverhampton
in 1891 to become the senior surgeon of the Medical Association.
In 1902 he entered Wolverhampton Council, sitting on numerous committees.
He pioneered a sanatorium for phthisis (tuberculosis) and the memorial
to King Edward VII. During his term of office as mayor he made the
public proclamation to George V, opened the Craft School at the
School of Art, the Elementary School at Graisley and the Reading
Room at Horseley Fields (a gift from Councillor A. Bantock). The
Mayoress opened the art exhibition at the School of Art. Occasionally
Grout was organist at St Peter's church.
