Lewis, 1898 - 1899 and 1900 (Sept-Nov)
Lewis was of Welsh descent and his parents travelled
from Newtown, Montgomeryshire to settle in Wolverhampton during
the 1840s. Whilst living in Wolverhampton, Lewis' father suffered
from a prolonged illness, which inevitably affected Lewis' education.
He began working at a tailor's board before he was eleven years
old. He gained his education by attending free library classes and
his name is listed amongst the first consignment of students. At
the age of 18, Lewis became a non-drinker and later followed the
Temperance Movement and was a member of the Methodist New Connexion
Church (Mount Zion), Horseley Fields. He founded the Men's Sunday
Morning School where he was superintendent for eighteen years, and
introduced the PSA classes at the Free Library. Although sympathetic
to the Labour Movement, he entered Wolverhampton Council as a Liberal
candidate in 1888, and represented St James' Ward. He was elected
mayor in 1898. For sixteen years he was a member of the Sewerage,
Finance, Water, Parks and Baths, and General Purposes Committees,
and he helped to make East End Park a success. As a member of the
Board of Guardians he played a vital role in the distribution of
poor relief and clothing during the winter months.
