Herbert
Charles Owen, 1881 - 1882
Owen was educated in Wolverhampton and later at Brewood Grammar
School. After leaving school he was apprenticed at the solicitors
Neve & Rutter, situated in Darlington Street. He eventually
became a member of the legal profession and went into partnership
with former mayor, John Hawksford. Owen entered Wolverhampton Council
during 1879, representing St Matthew's ward and became mayor in
1881. He was the youngest member in the Council to be elected as
Chief Magistrate of the Borough. He served St Peter's ward as alderman.
